Prison Law
Paper-based submissions where an oral hearing is not directed.
Not every parole review proceeds to an oral hearing; many are decided on the papers alone under the Parole Board Rules. A written review demands concise, evidence-led submissions that address risk reduction, the prisoner's progress, and any deficiencies in the dossier. Strong written advocacy can make the difference between release, a further period in custody, or progression toward an oral hearing.
There are a range of complex representations which we routinely deploy in such cases, including:
Targeted written submissions addressing risk reduction and evidence of progress
Challenging inaccuracies or gaps in the Parole Board dossier
Liaison with prison and probation staff to obtain supportive evidence
Requests to direct an oral hearing where the case warrants it
